The Program is supported by the Government of Switzerland through the Swiss Agency for Development and Cooperation (SDC).

Switzerland and Serbia have had a long-standing partnership since 1991 with financial support of 400 million euros. Switzerland is one of the most important bilateral donors.

The implementer of the program is Helvetas Swiss Intercooperation, a Swiss non-governmental organization with over 100,000 members.

Helvetas promotes the fundamental rights of individuals and groups and strengthens governments and other duty-bearers in the provision of services. It was founded in 1955 as the first private organization for development cooperation in Switzerland.

Ministry of Public Administration and Local Self-Government  performs state administration tasks related to the state administration system and the organization and work of ministries, special organizations, public agencies and public services of the Republic of Serbia. The Sector for European Integration and International Cooperation performs tasks related to the coordination, direction and support of activities related to the harmonization of policies, regulations, procedures and standards to fulfil the obligations and achieve the goals of the Republic of Serbia in the process of accession to the European Union and on the international level. The sector cooperates with competent authorities, organizations and international donors to provide support for achieving the goals of the Ministry and participates in the preparation of strategic and program documents for financing from international donors support.  

Ministarstvo finansija obavlja poslove državne uprave koji se odnose republički budžet, utvrđivanje konsolidovanog bilansa javnih prihoda i javnih rashoda, sistem i politiku poreza, taksi, naknada i drugih javnih prihoda, osnove sistema doprinosa za socijalno osiguranje i obezbeđivanje finansiranja obaveznog socijalnog osiguranja.

Standing Conference of Towns and Municipalities (SCTM) is an association of local governments. SCTM’s mission is to represent interests, provide services and support the development and improvement of local self-government through the joint action of the membership, by European standards.

The government’s Office for IT and eGovernment vrši coordinates and provides support for the realization of international cooperation and business on the global market for digital, innovative and creative activities, with the aim of sustainable and integrated economic growth of Serbia.

Public Policy Secretariat of the Republic of Serbia performs professional tasks related to the creation and management of public policies, the implementation of regulatory reform and the analysis of the effects of public policy documents and regulations prepared by ministries and special organizations.
